The government of India as well as the people of India are very indifferent, insensitive and have a very unhelpful attitude towards their fellow citizens as well as the animal world.  We often come across cases where victims of road and rail  accidents bleed for hours before any help medical or otherwise reaches them.  The lives of several people can be saved if the citizens in general and authorities in particular take a pro-active interest in extending help nd succor to the victims.  The attitude and approach of the police authorities is shocking.  They do not impart any haste or show  any sympathy or efficiency  while dealing with cases of crime, violence or communal riots.  The policemen are ill trained, ill mannered and insensitive towards the victims of crime.  The attitude and conduct of the doctors in general and doctors of govt. hospitals in particular, is equally deplorable. I request the PM and the Home Minister to issue special; instructions to the police and medical officers to be especially careful and prompt while dealing with cases of crime and violence.  The victims must be provided medical help as soon as possible.  The investigation part can wait.
